Declaration of conformityEligible recipients of subsidised student meals are all individuals with student status who are studying at short-cycle higher education institutions and higher education institutions in the Republic of Slovenia and are not employed, engaged in economic, professional, or agricultural activities, or holding managerial positions as their sole or main profession according to regulations on healthcare and health insurance, and are not recipients of a pension, except recipients of a family pension. Eligible recipients of subsidised student meals also include all students from foreign universities who are fulfilling study obligations within international exchange programs in the Republic of Slovenia. They are subject to the same conditions as students studying at short-cycle higher education institutions and higher education institutions in the Republic of Slovenia.
The personal profile allows students to review all redeemed subsidies and serves as the basis for utilizing subsidies through the application. The personal profile is not a requirement for redeeming subsidies via phone and contactless card.
To activate the personal profile, you need to:
- Enter an email address in the contact information during the first enrolment.
- Log in with a username (the email address you entered during the first enrolment) and password (received via email).
Access to the personal profile is not possible without an email address. If you did not enter one during enrolment, please follow one of the contacts listed under:

Based on the ZSŠP (ZUPŠ, UL RS, no. 54/22), ŠOS obtains student status data from the competent ministry to determine eligibility for student meals. If your profile shows the status "Under verification," you have provided incorrect data during enrolment or there is an error on the part of the competent ministry. In these cases, we suggest verifying if your data (EMŠO) is correct and if it is, contacting your educational institution.
The procedure for enrolling in the subsidized student meal system is as follows: First, you complete the online registration through the website; entering all the necessary information, reading the terms and conditions, and confirming everything by clicking on "Continue." We recommend entering an email address, which serves as the basis for registering in the user's personal profile and enables the use of subsidies through the mobile application, as well as extending the right in the new academic year. However, it is not a requirement for using subsidies with a mobile phone or contactless card.
If you have not entered an email address, you should write down the registration number, which is displayed at the top of the registration form. Within 90 days of completing the registration online, you need to personally visit the nearest SŠP Point with this number. Bring along your ID document with a photo, and your phone. Registration in the subsidized student meal system can only be arranged by the clerk at the SŠP Point and cannot be done via the Internet or by mail.
With the clerk at the SŠP Point, you will then verify the accuracy of the entered data. You will also choose the means by which you will identify yourself when using subsidized student meals, either a phone number (free of charge or using the mobile application) or a SIM card (contactless chip card – additional fee of 15 euros).
All users who are already in the Student Subsidized Nutrition (SŠP) system do not need to extend their right for the next academic year, as it will be extended automatically.
When you enrol in the subsidized student meal system at one of the SŠP points, you will receive a temporary password via email. Your username is the email address that you entered during the registration in the system.

You will wait for a maximum of 5 working days to obtain the contactless chip card. This means that within 5 days (preferably the fifth day) of enrolling in the subsidized student meal system, you must personally visit the SŠP point where you will collect the chip card. You will collect the contactless chip card for identification purposes personally at the SŠP point where you registered in the system, or by arrangement. Once you collect the card, you can start using the subsidized student meal, which you are entitled to as a student.
You can use two subsidies per day, with at least 4 hours between the use of one and the other.
Recipients of subsidized student meals are obliged, upon the provider’s request, to prove their identity by presenting a public document with a photograph issued by a state authority, or a public document confirming student status with a photograph issued in accordance with the law governing higher education or the law governing higher vocational education.
These include:
- Identity card,
- Passport,
- Border crossing permit,
- Driver's license,
- Firearms license,
- Certificate of competence for boat skipper,
- Student ID card with a photograph,
- Digital student ID card (Studo).
You receive as many subsidies each month as there are working days in that month. Unused subsidies from the previous and preceding month are carried over to you.
You can use the subsidy at any provider of subsidized student meals throughout Slovenia, regardless of your place of study. The list of establishments can be found under the "Restaurant list" tab.
A student who is a parent is entitled to an additional 10 subsidized meals per month. This right is granted for each child, and it can only be claimed by one of the parents. Matters regarding this special status can be arranged at one of the SŠP points, where the necessary documentation must be provided.
Students with special needs due to severe functional impairment are also entitled to an additional 10 subsidized meals. Matters need to be arranged with appropriate documentation. If the individual has a severe or profound functional impairment (such as physical disabilities, blindness, deafness, etc.), they are entitled to an additional 10 subsidies per month.
This is demonstrated by:
- a decision from the Pension and Disability Insurance Institute of Slovenia (ZPIZ), indicating a specific percentage of disability.
Alternatively, it can also be demonstrated by a decision from the social welfare centre, acknowledging an additional allowance for child care to one of the parents. However, the decision must clearly indicate the aforementioned impairment. If this is not clear, a decision from ZPIZ must be provided.
When paying for subsidized meals and identifying by calling the number 1808 (for T-2 users and HoT Mobil 080 1808), you do not pay any commission to your mobile operator or the company that has established the subsidized meal system.
A student with Slovenian citizenship studying abroad cannot use subsidised meals in Slovenia since they do not have student status in Slovenia. They can only avail themselves of subsidised student meals in the country where they are studying. Meanwhile, a foreign student studying in Slovenia can avail of subsidised meals since they have student status while studying here.
A student can use 2 subsidies per day, with at least 4 hours between them. The use of subsidies is possible from 7 a.m. to 10 p.m. every day of the year.
For identification when using subsidized student meals, a student can only use one medium – either a phone or a contactless chip card.
If using a phone, the subsidy can be utilized in two ways:
- By calling the toll-free number 1808 (for T-2 and HoT Mobil users, dial 080 1808).
- By using the mobile application (login with username and password is required).
- Identity card,
- Passport,
- Border crossing permit,
- Driver's license,
- Firearms license,
- Certificate of competence for boat skipper,
- Student ID card with a photograph,
- Digital student ID card (Studo).
Every student receiving subsidized meals is entitled to a main dish and at least two side dishes (mandatory salad and a choice between fruit or soup). Additionally, every student receiving subsidized meals is entitled to at least 2 dl (decilitres) of drinking water.
In case the subsidy is rejected by the restaurant, a mechanism called "zadržana subvencija" is triggered. From the moment the restaurant refuses the student's use of the subsidy until 4 hours have passed, the student is not entitled to use subsidized student meals. Only after 4 hours have passed can the student use subsidized meals again. The possibility of "retained subsidy" was introduced due to uncertainties regarding the rejection of certain subsidies by restaurants and to prevent abuses by unauthorized users.
In the event of an unjustified rejection of the subsidy by the provider, the student is entitled to a subsidized meal.
If you lose the registration number you filled out on the website, you will need to complete a new online registration (until you register in the subsidized student meal system at the SŠP point, the registration number is meaningless). After obtaining a new registration number, you must then personally visit one of the SŠP points. Bring along your enrolment certificate for the current academic year, personal identification with a photograph, and your phone. Therefore, we recommend providing your correct email address during registration, as you will receive the registration number via email.
In case of losing or forgetting your password, you can resolve the situation by clicking on "Login" and "Forgot your password".
In case of loss of the contactless chip card, you need to personally visit one of the SŠP points (bringing along your personal identification with a photograph), where they will deactivate your previous card in the system and order a new one for you. Since it may take up to 5 days to receive the new card, unfortunately, during this time, you cannot use subsidized student meals. You will then personally collect the new contactless chip card at the SŠP point where you ordered the new card or as arranged. Once you have the card, you can continue to use subsidized student meals as usual, as entitled to you as a student.
If you change your personal data (name, surname, etc.), you have to pesronaly visit any of the SŠP Points to update the information in the database. You also have to bring some documents that can be used as proof of the changes to your personal data.
If you change your email address that you used to register in the subsidized student meal system, you need to personally visit one of the SŠP points with your personal identification document with a photograph or contact one of the following:

If you keep the same phone number with which you register at a SŠP point in the subsidized student meal system, changing operators (or SIM cards) does not affect identification when using the subsidy, and there is no need to change anything, as the use of subsidies is tied to the phone number. However, if changing operators also means changing your existing phone number, you must visit an SŠP point again to register the new phone number in the subsidized student meal system.
If you change your phone number (the system is tied to the SIM card) with which you registered in the subsidized student meal system, you must personally visit one of the SŠP points again, where they will register you with the new phone number in the system (which you can then continue to use for identification when using the subsidy). However, if you only change your phone, it does not affect your identification, and you can continue to use the subsidy normally as a student.

If you wanted to replace the phone as the identification means with a contactless chip card, the phone is deactivated immediately when the student orders a contactless chip card. Since it may take up to 5 days to receive it, during this time you cannot use subsidized student meals. However, the contactless chip card is activated immediately upon issuance.
If you decide to change the contactless chip card for identification with a phone, the card will be deactivated at the SŠP point and the phone number will be activated, so you can immediately use subsidized student meals.
- Subsidized student meals can only be provided between 7:00 AM and 10:00 PM.
- A student can redeem two subsidies per day.
- A student receives as many subsidies per month as there are working days in the month.

You can also use the subsidies through the app.
To use subsidies through the app, you need to sign up for a user profile. Your username is the email you provided during registration, and you choose your password during activation.
For users of mobile devices with the Android operating system, we have enabled a new way of using subsidies using NFC (Near Field Communication) technology. In the settings of the "Student Meals" application, enable the use of NFC by selecting the option "Identification with NFC."
